Q: I am concerned about having a 4-lane highway in my backyard. What is the exact location of the Connector Road?
A: The exact location of the Connector Road is not known at this time and the graphics depict an approximate location. However, we will have a better idea of the alignment once all the appropriate studies are completed.
Q: What are your efforts to dampen the noise and trash pollution that is associated with a highway of this nature?
A: We will look into all issues that may adversely effect the community and consult with State and local officials to determine the proper resolutions that will address them. At this time we are starting all initial studies for the Connector Road. After all these studies are completed, we will have a better understanding where the route of the preferred alignment for the Connector will be and can pin point what impacts need to be addressed.
Q: Instead of making a Connector Road from Harrison Road north to the mall, could you build an interchange at I-95 and Harrison?
A: We would love to put an I-95 interchange at Harrison Road. However, the possible interchange at Harrison will not allow for proper distance for on and off movements at the given design speed of I-95. If this could be done, it would be priority, but the geometry of I-95 will not allow for it.
Q: Also, what would be the coordinated timing of the expansion of the mall and construction of the Connector Rd?
A: The expansion of the mall and the construction of the Connector Road are planned to concur simultaneously.
Q: Who will hold the responsibility of the upkeep and maintenance on all of the proposed roads that you are building or improving?
A: Within our obligation to the County and V.D.O.T., we will construct and improve all roads to State standards. Thereafter, it will be the sole responsibility of V.D.O.T. to maintain these roads in operating condition.
Q: I live in Maple Grove, and everyone knows that this area is called the cut-thru, and with the expansion of the mall the number of cut-thru traffic will only increase. What are you proposing to do to alleviate the amount of traffic that follow this pattern?
A: We will look into some solutions with V.D.O.T. and our traffic consultants that may alleviate this problem. A possible right turn in and right turn out only with concrete medians to force these movements or a possible signal, may be a solution. We will look further into this issue.
Q: The taxes in Spotsylvania County have gone up since the mall was developed. What will the expansion of the mall do for my taxes?
A: We can't control the tax rates in Spotsylvania County. However it would only stand to reason that since the mall is the single largest tax payer in the County, without the taxes generated by the mall the County would need to increase the tax rates to the residents of Spotsylvania County in order to provide the same level of services to its residents. The expansion of the mall is projected to increase the local sales taxes to the County by $20 million over the first 10 years after completion, and the real estate taxes are projected to increase by $20.5 million over the first 10 years. These taxes should help to soften any future tax rate increases in Spotsylvania County.
